Why certifications decide EV charger projects in Europe
Electrical safety, radio compliance, and metering accuracy are regulated separately in every market. A charger that works in one country can be blocked at customs, rejected by an installer, or delisted by an operator in another if the documentation is wrong. Distributors, charge-point operators, fleet managers, and installers lose money when a shipment is delayed because the certificate does not match the model number on the shipping carton.
Buyers should treat certification as part of product qualification, not as a post-sale formality. A strong supplier will share test reports, certificate scans, and declaration of conformity documents before you place an order. A weak supplier will only send a low-resolution photo of a CE logo.
The good news is that the major standards are harmonized across most European countries. If you understand CE, UKCA, CB, MID, and RCD basics, you can compare suppliers consistently and avoid the most common sourcing mistakes.
CE marking: what it really covers
CE marking is mandatory for EV chargers placed on the market in the European Economic Area. It is not issued by a single EU agency. Instead, the manufacturer or authorized representative declares that the product meets the essential requirements of the relevant EU directives. For AC and DC chargers, the main directives are the Low Voltage Directive (LVD), the Electromagnetic Compatibility Directive (EMC), and the Radio Equipment Directive (RED) for smart units.
LVD — electrical safety
The Low Voltage Directive applies to electrical equipment operating between 50 V and 1,000 V AC or 75 V and 1,500 V DC. It requires protection against electric shock, thermal risks, fire, mechanical hazards, and radiation. For EV chargers this translates to insulation resistance, creepage and clearance distances, protection against ingress of solid objects and water, and safe cable routing.
Common standards referenced under LVD include IEC 61851-1 for electric vehicle conductive charging systems and IEC 62955 for residual direct current detecting devices. Ask your supplier which standards were used for the exact model and whether the report covers the whole charger or only the power module.
EMC — electromagnetic compatibility
EV chargers contain switch-mode power supplies, controllers, modems, and relays. They must neither emit excessive electromagnetic interference nor be overly sensitive to disturbances from the grid or nearby equipment. EMC testing includes conducted emissions, radiated emissions, harmonics, flicker, surge, electrostatic discharge, and immunity to voltage dips.

An EMC report should state the test standard, for example EN 61851-21-2 for EMC requirements for EV conductive charging systems, and show pass results for both emission and immunity. If the report only lists emission and ignores immunity, the charger may trip or reboot in a noisy grid environment.
RED — radio and smart connectivity
Any charger with Wi-Fi, Bluetooth, 4G, RFID, or an Ethernet-connected controller falls under the Radio Equipment Directive. RED testing covers radio spectrum use, signal integrity, safety, health, and privacy. If a charger uses an external communication module, confirm whether the module is certified separately and whether the final product has been tested as a complete system.
RoHS and REACH — hazardous substances
RoHS restricts lead, cadmium, mercury, hexavalent chromium, and certain flame retardants in electrical equipment. REACH addresses the registration and restriction of chemicals in products placed on the EU market. These are not safety tests in the traditional sense, but missing documentation can block customs clearance and expose distributors to liability.
UKCA marking for the United Kingdom
After Brexit, Great Britain requires UKCA marking instead of CE for most products placed on the market. The technical requirements are currently very similar to CE because the UK has retained EU standards as designated standards. The main differences are the approved body and the declaration format.
CE alone is no longer sufficient for England, Scotland, and Wales unless a specific transitional arrangement applies. Northern Ireland uses the UKNI mark alongside CE under the Windsor Framework. Buyers shipping to the UK should ask for UKCA test reports and, where required, a UK-approved body number. Keep in mind that some EU notified bodies are also UK approved bodies, which can simplify testing.
CB Scheme: one certificate, many countries
The IECEE CB Scheme is an international system for mutual acceptance of test reports. A CB Test Certificate issued by a National Certification Body is accepted as the basis for national certification in many CB member countries. For EV chargers, this means a supplier with a CB report can often obtain country-specific certificates faster and at lower cost than retesting from scratch.
CB reports are useful when you plan to sell the same charger in multiple continents. However, the CB report does not replace local marks. It is a shortcut to getting them. Always ask which national deviations, plug types, voltage ranges, and frequency limits have been evaluated.
MID metering — when drivers pay by the kWh
The Measuring Instruments Directive, or MID, applies when the charger is used for billing or reimbursement based on actual energy delivered. In many EU countries, public charging points and fleet reimbursement meters must use MID-certified energy meters. A non-MID meter can be used for monitoring, but not for legal metrology billing.
If your project involves public charging, workplace reimbursement, or fleet billing, specify MID certification in the purchase contract. Ask for the meter certificate number, module number, and whether it is integrated into the charger or supplied as an external certified meter.
How to verify a certificate in five steps

- Match the model name. The certificate or test report must list the exact commercial model name, part number, and often the firmware version you are buying. A report for a different SKU is not valid for your unit.
- Check the standard numbers. Look for current harmonized standards. Outdated or generic standards may not cover the latest charger features.
- Confirm the notified or approved body. For CE modules requiring third-party intervention, verify that the notified body number is active in the EU NANDO database. For UKCA, check the UK Approved Body list.
- Review the scope. A safety report is not an EMC report. A CB report is not a CE declaration. Make sure the document covers the relevant directive or country scheme.
- Ask for a declaration of conformity. The DoC is the manufacturer’s signed statement that the product complies with all applicable directives. It should name the product, standards, directives, manufacturer address, and authorized representative.
Red flags that should make you pause
- The supplier only sends a photo of a CE mark instead of test reports or a declaration of conformity.
- The certificate shows a different brand name, model number, or factory address.
- The supplier claims one certificate covers every voltage, plug type, and communication protocol they offer.
- There is no mention of EMC or RED testing for a connected charger.
- The supplier says UKCA is not needed because the product has CE marking.
- The MID meter certificate is missing or belongs to a different meter than the one installed in the unit.

Frequently asked questions
Can a charger have CE but not UKCA?
Yes. CE and UKCA are separate conformity regimes. A charger can legally carry CE for the EU/EEA and UKCA for Great Britain, or both. If you are shipping only to EU countries, UKCA is not required.
